You cannot tighten or repair the elastic bands themselves if they have become completely worn out.
In some cases, the wallet may have become misshapen, allowing the notes to slip through.
For example, this might happen because the entire wallet has bent, reducing the distance between the two ends of the elastic bands. This can occur, for instance, if you carry the wallet in your back trouser pocket and sit on it for a long time. Or perhaps there were a lot of cards and notes inside, causing a dip to form beneath the straps. Perhaps you could test the wallet for this first and, if necessary, simply reshape it over a period of time.
